Board of Directors Responsibilities

NMHLL BOARD OF DIRECTORS DUTIES AND RESPONSIBILITIES

The President, Vice President, Treasurer and Player Agent shall have previously served a minimum of 1 year on the Board of Directors and 2 years of General Membership for ballot consideration.  All other Director Positions require a minimum of 1 year General Membership for ballot consideration. The President and Treasurer Officers are to be elected to 2-year terms on even years.  The Vice President and Player Agent officers to be elected to 2-year terms on odd years.  All other positions are elected to 1-year terms annually.

Members of the Board of Directors need to be active contributors to the betterment of the league. It is the expectation that board members attend board meetings and help facilitate key important events such as evaluations, uniform night, opening day, end of year awards/celebration, etc. On average there are 10-12 meeting a year that they need to attend as well as providing auxiliary support for the league. They need to represent the Board and NMHLL in a professional manner.  Board member who miss 4 consecutive meetings or 1/3 of meeting scheduled in a 12-month period may be removed from the board.

President –

 

  • As the chief administrator, the president is responsibilities for the administration of the league and oversees the affairs of all elements of the league.
  • Selects and appoints managers, coaches, umpires and committees. As such, no person becomes a manager, coach, umpire or committee member without the approval of the president. However, all appointments are subject to final approval by the local league's board of directors.
  • Point of contact with Little League International and receive all mail, supplies and other communications from the Little League Headquarters.
  • Represents the league in the District organization.
  • Know the regulations under which Little League operates and in authorizing the annual application for charter, binds all members of the league to faithfully observe the regulations.
  • Preside at league meetings, and assumes full responsibility for the operation of the local league.
  • Conduct the affairs of the Local League and execute the policies established by the Board of Directors.
  • Present a report of the condition of the Local League at the Annual Meeting.
  • Communicate to the Board of Directors such matters as deemed appropriate, and make such suggestions as may tend to promote the welfare of the Local League.
  • Responsible for the conduct of the Local League in strict conformity to the policies, principles, Rules and Regulations of Little League Baseball, Incorporated, as agreed to under conditions of charter issued to the Local League by that organization.
  • Designate in writing other officers, if necessary, to have power to make and execute for/and in the name of the Local League such contracts and leases they may receive and which have had prior approval of the Board.
  • Investigate complaints, irregularities and conditions detrimental to the Local League and report thereon to the Board or Executive Committee as circumstances warrant.
  • Prepare and submit an annual budget to the Board of Directors and be responsible for the proper execution thereof.
  • Examine the application and support proof-of-age documents of every player candidate and certify to residence and age eligibility before the player may be accepted for tryouts and selection with the assistance of the Player Agent
  • A president may manage, coach or umpire, provided he/she does not serve on the protest committee, nor serve as tournament team manager or coach.
  • Personify the best public image in reflection to the community at large. Each president should take an active role in gaining support and winning friends for the league program.

 

Vice President –

 

  • Perform the duties of the President in the absence or disability of the President, provided he or she is authorized by the President or Board so to act. When so acting, the Vice President shall have all the powers of that office.
  • Works with other officers and committee members, is ex-officio member of all committees, and carries out such duties and assignments as may be delegated the Board of Directors or by the president. Separate vice presidents may also be selected to oversee individual divisions within the league. If so, one vice president should be selected as the one to preside in the absence of the president.
  • A vice president may manage, coach or umpire, provided they do not serve on the protest committee.

 

Secretary –

 

  • The secretary maintains a register of members, directors, maintain appropriate files, and mailing lists,
  • Records the minutes of meetings to be recorded in a book kept for that purpose, is responsible for sending out notice of meetings, issues membership cards and maintains a record of league's activities.

 

Treasurer –

 

  • The treasurer assumes the responsibility for all local league finances
  • Signs checks co-signed by another officer or director (or as directed by the local league's constitution)
  • Receive all monies and securities, and deposit same in a depository approved by the Board of Directors
  • Dispenses league funds as approved by the Board of Directors
  • Keeps records for the receipt and disbursement of all monies and securities of the Local League.
  • Reports on the status of league funds, keeps local league books and financial records, and prepares budgets

 

Player Agent –

 

  • The player agent conducts annual tryouts, is in charge of player selection, receive and review applications for player candidates and assist the President in verifying residence and age eligibility and prepares the Player Agent’s list.
  • Prepare for the President’s signature and submission to Little League Headquarters, team rosters, including players’ claimed, and the tournament team eligibility affidavit. Record all player transactions and maintain an accurate and up-to-date record thereof according to provisions of the regulations of Little League Baseball and notifies Little League Headquarters of any subsequent player replacements or trades.
  • The player agent must not manage, coach or umpire in the division over which he/she has authority, unless the local league has received explicit written permission to allow this from Little League International.

 

Safety Officer –

 

  • The safety officer is responsible to create awareness, through education and information, of the opportunities to provide a safer environment for all participants of Little League Baseball. 
  • Coordinates all safety activities including supervision of ASAP (A Safety Awareness Program), ensures safety in player training, ensures safe playing conditions, coordinates reporting and prevention of injuries, solicits suggestions for making conditions safer, and reports suggestions to Little League International through the ASAP system.
  • Develop and implement a plan for increasing safety of activities, equipment and facilities through education, compliance and reporting.
  • Education – Should facilitate meetings and distribute information among participants including players, managers, coaches, umpires, league officials, parents, guardians and other volunteers.
  • Compliance – Should promote safety compliance leadership by increasing awareness of the safety opportunities that arise from these responsibilities.
  • Reporting – Define a process to assure that incidents are recorded, information is sent to league/ district and national offices, and follow-up information on medical and other data is forwarded as available.

 

Information Officer (recommended but not required) –

 

  • The information officer manages the league's official home page, manages the online registration process and ensures that league rosters are maintained on the site
  • Assigns administrative rights to league volunteers and teams, ensures that league news and scores are updated on a regular basis
  • Collects, posts and distributes important information on League activities including direct dissemination of fund-raising and sponsor activities to Little League International, district, public, league members and media
  • Serves as primary contact person for Little League regarding optimizing use of the Internet for league administration and for distributing information to league members and to Little League International

 

Coaching Coordinator 

 

  • Represents coaches/managers in league to implement a league-wide training program
  • Prepare a coach/manager training budget for the board
  • Orders and distributes training materials to players, coaches, and managers
  • Coordinates mini-clinics as necessary
  • Helps implement https://www.littleleague.org/coaches/ as the manager-coach education program for the league.

 

Concession Manager (recommended but not required) -

 

  • Maintains the operation of concession facilities
  • Organizes the purchase of concession products
  • Coordinates with vendors to ensure best purchasing power
  • Responsible for the management of the concession sales at league events
  • Monitors perishables to minimize loss and ensure product safety
  • Reviews product selection to maximize profitability and ease of operation
  • Schedules and trains volunteers to work the concession booth during league events
  • Collects and reviews concession related offers including coupons, discounts and bulk-purchasing opportunities
  • Organizes, tallies and keeps detailed records of concession sales and purchases to be provided to the President and Treasurer

 

Sponsorship/Fundraising Manager (recommended but not required) -

 

  • Solicits and secures local sponsorships to support league operations
  • Collects and reviews sponsorship and fundraising opportunities
  • Organizes and implements approved league fundraising activities
  • Coordinates participation in fundraising activities
  • Maintains detailed spreadsheet records of monies secured through sponsorship and fundraising initiatives to be provided to President and Treasurer
  • Maintains detailed spreadsheet records of current and past sponsorships and fundraising initiatives to include vendor contact information, what was provided by the vendor, and any obligations of NMHLL in exchange for donation/sponsorship, to be provided to President and Treasurer

 

Head Umpire/Chief Umpire (UIC) (recommended but not required) -

 

  • Provides Umpire Training
  • Schedules Umpires
  • Member of Protest Committee

 

Division Director –

 

  • Works closely with Player Agent and Coaching Coordinator in the development of teams and recruitment of managers and coaches. 
  • Responsible for the distribution of division specific communication from the league to the managers. 
  • Is the first line of communication for managers and Parents within the division.

 

Field Director –

 

  • Ensure fields are maintained in playable condition
  • Main point of contact for town/city on field concerns
  • Communicates field needs and concerns to appropriate individuals
  • Works with equipment manager on identifying and budgeting for field needs

 

Equipment Director –

 

  • Responsible for the equipment needs of the league
  • Prepares equipment budget for the season for the board
  • Ensure that equipment is in safe and playable condition
  • Ordering of equipment and supplies
  • Is accountable for the inventory of equipment
    • Holds coaches and managers accountable for loaned equipment

Volunteer Coordinator - 

 

  • Responsible for recruitment of volunteers to assist with league operations
  • Coordinates with NMHLL officials to fill volunteer needs
  • Coordinate with Safety manager to ensure all volunteers have completed required background checks and safety requirements

 

At-Large –

 

  • Attend board meetings and key important events
  • Provide support for other directors
  • Participate on committees
